Garibaldi (Jerry Doyle) reports to Sheridan (Bruce Boxleitner) and Delenn (Mira Furlan) that cargo transports are being destroyed in military fashion by an unknown force. They are not raiders because the cargoes are not taken. Londo Mollari (Peter Jurasik) and G’Kar (Andreas Katsulas) return to Centauri Prime. It is assumed that G’Kar is to be imprisoned, and the fact that he is now Londo’s bodyguard is causing a stir.
Meanwhile, Byron’s (Robin Atkin Downs) telepaths are gathering to hear him. They are the Vorlon’s legacy, as telepaths were created by them long ago. On Centauri Prime, Lord Jano (Ian Ogilvy) remarks on the mysterious behavior of the Regent Milo Virini (Damian London), who is forgetful and drinks too much and has earmarked information for his eyes only. We know that he is under alien influence. When Jano returns home, Virini is there, and Jano is attacked.
Byron’s telepaths are following ambassadors around, passing information to Byron, who tells Lyta Alexander (Patricia Tallman) that he will need her soon. Londo is informed that the Regent is not well. G’Kar gets to beat up the guard that beat and whipped him but refuses to use the whip. Jano is found dead in what appears to be a suicide. Byron wants to address the ISA Council. Delenn thanks the Brakiri for rescuing Drazi. Byron says to the Council that the Vorlons created telepaths through genetic manipulation of other species. They deserve a home of their own. Give them one or they will reveal all that they know of the ambassadors’ secrets.
Delenn thinks Byron is right, but Sheridan says he is very inconvenient. Delenn notes that Earth said the same about Sheridan. Mollari, with G’Kar, sees the regent in his bedchamber. G’Kar stops to subdue some followers in the corridor, and Londo sees Minister Vole (Francis X. McCarthy), who throws a knife at him. The knife stops in mid-air and returns to Vole, killing him. Londo sees a dark figure with large red eyes and G’Kar drags him out of there.
Some telepaths are beaten by Drazi and respond with violence of their own. Byron is crushed. Lochley (Tracy Scoggins) thinks the telepaths should not be there in the first place and wants to arrest them. Sheridan reluctantly agrees. Byron is still trying to cool things down. They now have Drazi weapons. Londo goes alone into the Throne Room and finds Virini, who says “they” saved him because “they” like him. Londo should enjoy the time he has left and not inquire too deeply. Londo leaves and Virini struggles with the tentacle around his neck. Londo decides to return to Babylon Five. On Babylon Five, Allan asks Lyta to come out peacefully, and anybody else who wants to give up. She refuses the offer and Byron says he will have to ask her something in the end.
The title quote is from “In the kingdom of the blind, the one-eyed man is King,” which is attributed to Erasmus of Rotterdam. Ian Ogilvy is husband to Katherine Holcomb, previously married to Bruce Boxleitner. Ogilvy was The Saint in a TV series and appeared in I, Claudius and Upstairs, Downstairs. G’Kar is at his best in this episode, but Milo Virini as the Regent is sad and chilling. The telepaths seem to be shooting themselves in the foot. Byron is an ineffective leader. I realize he lives in a different world, but you’d think he would have picked up a clue or two about human nature.
