G’Kar (Andreas Katsulas) returns to Babylon Five and is met by Captain Lochley (Tracy Scoggins). He admits that he pities Emperor Londo Mollari (Peter Jurasik). He hopes he will be met with less adoration now, but about fifty Narns kneel before him in Customs. Doctor Franklin (Richard Biggs) tries to arrange a meeting with Garibaldi (Jerry Doyle), but he has been drinking again. Sheridan relieves him of his duties.
G’Kar refuses to open his door until he learns it is Franklin. He has come at the behest of the Narn Kha’Ri because G’Kar has cut off contact with all Narns. They all want him back home, half to offer him the planetary leadership, and half to ask his support for their own planetary leadership. Chief Zack Allan (Jeff Conaway) and Captain Lochley listen to a transmission from Earth about attacks on Psi Corps, which seem to be funded from Babylon Five. They’re sure it can only be Lyta Alexander (Patricia Tallman) responsible, and they order her arrested.
Lochley goes to help Garibaldi. Her father was career military and an alcoholic. Garibaldi tries to get away from her, until she admits to being an alcoholic herself, and a drug addict. Her best friend died from it. Later, Lochley and Zack watch Lyta talking with an arms dealer. They approach her, but she takes control of the crowd around them. She is tired of being pushed around and is pushing back. Suddenly there is a gun to her head. It is Sheridan, who was also touched by the Vorlons and can resist her. Lochley knocks her out and she is taken away.
Garibaldi and Lochley discuss Lyta. Extradition would result in a bloodbath, and they don’t know what to do. Garibaldi’s old flame Lise Hampton-Edgars appears, called in by Lochley, who knows that close relations can help. Sheridan and Franklin also discuss Lyta. Delenn bursts into the room, in an uncharacteristic rage over the Narns’ demanding that G’Kar be sent to them, and she faints.
Lise wants Garibaldi to return with her to Mars. Franklin says Delenn is pregnant, and Sheridan is stunned. Garibaldi visits Lyta. They could drug her and send her to Psi Corps and her destruction, or…. Lyta knocks out the surveillance camera and he proposes to use the wealth of Edgars Industries to fund her war on Psi Corps. Later, G’Kar overhears Garibaldi and Lochley discussing Lyta. He proposes to get away from the Narn World and Babylon Five altogether and proposes taking Lyta with him. Garibaldi wonders: Lyta is now more powerful and dangerous than anyone expected—a kind of Vorlon Doomsday Weapon—and he wonders what he’s gotten himself into. The episode ends with Londo alone on the throne he doesn’t want.
The Wheel of Fire in the title is from Lord of the Rings. There are lots of loose ends being tied up now. Garibaldi and Lochley are great together. There is at least one wonderful dialogue in each episode, and it’s theirs. Sheridan finally cracks down on Garibaldi and one wonders why it took so long. He’s actually responsible for a lot of deaths, and everyone who looked the other way shares in that guilt.
